I can see CD-ROM in DOS, but when I load win98 - no CD (HDD light also stays on at this point). In my case, the IDE Controller is not getting IRQ 15, which it requires to load.

If you have a full, 750MB Zip drive or multiple, smaller Zip drives you want to write to a CD-ROM disk, try compressing the files first and then writing the smaller, zipped archive to the CD instead.
